Jeff Niemann, one of four Rays eligible for salary arbitration. became the first to decide against the process.
The Rays signed Niemann to a one-year deal for $3 million on Friday.
Still up for the possibility of arbitration -- a process the Rays have never lost to a player -- are outfielders Matt Joyce, Sam Fuld and infielder Ryan Roberts.
Niemann made $2.75 million last season, much he missed with a broken leg and later shoulder issues.
